A: Web download speed depends primarily on your telephone line (noise, exchange type), type of connection (dial-up, USDN, leased line) and the ISP's available bandwidth. Caltiger is free and has a certain amount of bandwidth throttling measures in place. This allows more users on the same bandwidth. In any case the kbps speeds you mention are pretty good; way better than what I can consistently achieve! Switching you phone from tone to pulse won't reduce your telephone bill. I have a VSNL account and use Dial-up Networking to connect. But I get
