For advancement in politics, yes. Otherwise it is just a game. You can actually see and WAVE to the VIPs passing by or at some function.. And claim you were consulted on matters of national importance. Everybody in Delhi does that.

You can't travel around Delhi, neither by bus nor by own vehicle....
Myth? what myth? ...The buses will squeeze the life out of you and if you travel on a two wheeler, the pollution will get you. The unruly Delhiite also deserves a worthy mention 'coz you are bound to encounter him and remember for a lifetime.
